CANADIAN DEBTS
DECISIONS BY PREMIERS
OTTAWA, December 14. The conference of provincial Premiers failed to adopt Mr. M. F. Hepburn's proposal for the establishment of a Canadian Loan Council and the launching of a debt conversion, schedule. The conference, however, decided that the Dominion should assume a larger share of Canada's relief burden; also that the Dominion should obtain the right to amend its own Constitution instead of being required to receive permission from Britain.
