COMMISSION TO REPORT

The Secretary of State for the Colonies, Mr. Malcolm Mac Donald, has appointed Sir Alan W. Pirn, late of the Indian . Civil Service, to visit Kenya as Commissioner to inquire into the-whole field of Governmental expenditure in Kenya; with particular reference to the cost of administrative ■and technical services, and to report whether, in his judgment, the total of expenditure can legitimately be reduced, whether by reorganisation or other means', without detriment to efficiency. He is also to examine the present position of Kenya Government finance, having regard to the revenue and expenditure of present and recent years and prospective revenue and expenditure for 1936, and to advise whether any and, if so, what modifications in the existing system of taxation should be effected consistently with preserving the financial stability of the Government. Sir Alan Pirn has in recent years been entrusted with financial inquiries on behalf of the Government in British Honduras, Zanzibar, Basutoland, Swaziland, arid Bechuanaland. Arrangements have been made for Mr. S. Milligan, formerly agricultural adviser to the Government of India, i to be associated with the Commis-! sioner as adviser in respect of'agricultural and associated scientific .services. . It is anticipated that Sir Alan Pirn! and Mr. Milligan will leave England by air on October 23. j
