"The worst defence that any country can have is a large army. It results inevitably in its neighbours building up even larger armies, and it creates suspicion. . "Before the last war Germany had the largest army. It was the envy of all the generals in the world, but it did not give Germany any security.
"If she had agreed with Britain, • France, and Russia to disarm stage by stage until all three countries were incapable of attacking she would have had real security. "In the last war, the only European countries that kept out were countries such»as Denmark, Holland, and Sweden, which had small "annies and therefore threatened no one.
"All the countries with large armies and navies suffered the nightmare of war as a penalty of their militarism. "In the next war, armies will give even less security." ..
