PUNISHABLE BY DEATH TREASON AGAINST PEOPLE (Received May 10, 1.30 pan.) LONDON, May 9. The "Daily Mail's" Berlin correspondent says that the new German penal code, which will shortly be issued provides for a new crime called "treason against the people," meaning speaking or writing abusively about the German people, their past, or their customs. The new crime will be punishable by penal servitude or even by death,
