NO CONVENTION LIKELY

(Received February 4, 11 a.m.) LONDON, February. 3. The "Observer's" Paris correspondent says that it is believed that four developments in the last 24 hours have dispelled the possibility of reaching a disarmament convention with Germany. (1) Germany has informed Britain' that in no case will she return to the League. (2) Herr Hitler told the British Ambassador that in view of Russia's increased army on January 31 Germany's army of 400,000 was insufficient. (3). The existence of the Russian army is troubling Britain.

(4) Poland's refusal, after the visit of General Goering, to participate in France's proposed Eastern Pact.
