' CANBERRA, February 2. ' The Prime Minister (Mr. J. A. Lyons) stated today that the Commonwealth Government had taken steps' to oppose the reception in England of the petition for secession' by Western Australia, basing its. actions on: Section 128 of the Constitution, which' decreed that any amendment to the ConstU tution must be by ■ legislation ~ and referendum in Australia.
