WASHINGTON, February 28. The Senate today passed a Bill authorising the President, in , cooperation with other nations, to place an embargo on shipments of arms to belligerents.. Objections to the proposal ■on the grbuftd that it compromised America's neutrality were removed with an amendment applying the embargo impartially to all parties to the dispute. The Bill now goes to the House for acceptance or amendment.
