In tlie,.earJy history of Carterton bequests,of, a public nature.to the town were as^a. .general rule vested in trustees for the. .town-'s. .benefit,. and not vested in the Borough Council. This system worked quite satisfactorily at the 'time, b'uf now' 'the trustees appointed "to-fill" the 'places of the original trustees find.it difficult to carry on successfully for want of income. The baud property and tho cemetery property for many years were managed by trustees,'until steps were taken to vest'them in the borough. A useful.public institution still under the control---of tho trustees is the Carterton Public Library. For a' long time, however, they have found it difficult to ' provide sufficient income for maintaining the institution in an up-to-date mariner, and a deputation from the -library committee met the Borough Council at its last meeting with a request for additional financial help. In the balance-sheets submitted by the deputation it. .was disclosed that quite a, substantial portion of the revenue had,.been absorbed in' general maintenance-of the buildings, and the deputation-was recommended to go into the 'matter of vesting tho property ,in the borough. ■ This, it was said, would lighten the burden of the committee and enable tho library' to be made more attractive to subscribers. The library rate struck for 1933-34 produced ;£35 and the council decided lo bring, the amount up to £50 by a special.grant .of £15.
