Startling /revelations of sweatshop conditions in Toronto factories were heard in the House of Commons industrial inquiry. Mr. W. Layer, Commissioner of Welfare, Toronto, swore that men with families were paid from 5 dollars to 10 dollars for a 60-hour week. The wages were so low that families were forced to secure city relief and the Welfare Bureau had been forced to place an official in the Courts to prevent the giving away of children by parents working, but paid too little to keep them. The chain stores and needle trades were the worst offenders. ,
