It was my privilege from the middle of April last until the middle of December to be associated with him almost daily in some special work for the Bank of England. He possesses to an unusual extent-the qualities which will make him a sound guide and a good friend to the people of New Zealand; and Imay be allowed to add that with a wide and deep knowledge of .the problems of central banking he combines a tact and personal charm which will, I feel sure, endear him to those with whom he comes in contact."
