The Government has reversed the gift of Jael: "He asked water and she gave him milk;, she brought forth butter in a lordly dish." The hopes for milk and butter in a lordly dish have been answered with the offer of a little water. Of course, many of the projected reforms of three years ago are necessarily postponed until more money is available; but would it not have been possible to consider administrative reorganisation which would have saved money?
