OPENING OF REICHSTAG
(Received December 13, 2,30 p.m.) BERLIN, December 12. A militaristic air pervaded the new Reichstag when it assembled in the Kroll Opera House. Over six hundred members wore uniforms, the majority in brown Nazi garb, with red brassards reminiscent of war time. A gathering of thousands of spectators was disappointed at the absence of Herr Hitler, who was welcoming the cruiser Koln at Willi< lmshavcn on her return from a world cruise. Colonel Goering, who dispensed with tho usual roll-call, was elected President by acclamation. The House chose three new Vice-Presi-dents. The proceedings were short and snappy and tho session the briefest on record. It lasted eight minutes.
