Mr. Arthur Henderson, chairman, questioned, as to whether, in view of Germany's withdrawal from the Disarmament Conference, use should now be made of the FourPower Pact, said that although it could be valuable to facilitate agreements within the League, any attempt to substitute it for the Disarmament Conference would have a" disturbing influence on the delegations, increase suspicion, and considerably injure both the Conference and the Pact.
