WASHINGTON, October 19 - With the end of Prohibition apparently certain on December 15, the U.S. Government today took a strategic, oven if a temporary step, in aid of domestic liquor producers against foreign exporters by declaring an embargo on all alcoholic beverages from abroad, to be held in bond. It is believed that when the Eighteenth Amendment is repealed the embargo must end. It is claimed, despite the State Department denial, that the embargo is being used to elicit war debt settlements, notably with France. __________________
