Where necessary or desirablo for the success of thi> plan, it should provide for tha co-operation of non-exportingl countries whose production, is considerable. It should be fair to both producers and consumers, designed to secure and maintain a fair and'remunerative price level, without discriminating against &'particular country and worked with the -willing cooperation of consuming interests in importing countries, .who are equally concerned with the producers in maintenance of regular supplies and
fair-and stablir prices. It should ba
administratively: practicable. It Jshould.-bo of- adequate duration. Dua regjird: should' be had; to the desirability of-encouraging-efficient ptoduo" tionl in each: country.' -.!
