The "Telegraph" says that early in August, when the Dominions' small navies aro most likely to bo exercising, the Japanese Navy will bo making a display of her sea power iv the, Pacific near the Caroline Islands. vMoro than 100 war vessels will ■be massed near tho islands. . ,
