WILFUL DECEPTION.
■' Major King replied that in the International Board's latest book of rules tho following clause in law 2£f, relating to a place-kick at goal, was marked as new: "When a player is placing the ball neither he nor the kicker shall wilfully do anything which may lead their opponents to charge before the ball has been placed on the ground; in the event of either doing so tho charge shall not be disallowed." The secretary, Mr. A..E. Neilson, explained that previously the law referred only to the player placing the ball. Mr. A. J. Griffiths mentioned an exrepresentative player who was in tho habit of stepping towards the ball and
then stopping to wipe his toe on the back of his sock. He had eventually been penalised for it. Mr. J. ,N. Millard considered the best solution was tho old Otago praetico by which tho referee raised his hand as soon as the ball touched tho ground.
