BYLAW SUSPENDED

STANDS SOLD AGAIN

A little over, a month ago the City Council decided, to tighten up the;conditions of licence' under which fruit may be sold from barrows in the city streets, insisting, among other things^ that the barrows must be of standard dimensions and must be glassed in. The Hindu barrowmen replied by refraining from making a single bid when the quarterly licence sales were held, just after that meeting of the council, arid the only Stand sold went to a European. Last Thursday evening the council,' on the recommendation of the Health Committee, decided'to suspend the- enforcement of the' new "conditions for three months, and yesterday afternoon the stands were put up for auction again, and were all sold, though at lower prices than for the July quarter of last year, with one exception. :

In effect, the Hindus declared the stands "black" while the more stringent bylaw .applied,! their ; contention being' that-..-.the conditions applied to them were: more stringent and harassing than are applied to other: vendors of fruit. ' .
