Sir.^Mr. J. W* Andrews, of the Lower Hutt Chamber of, Commerce, isirtported in your isene of 15. th July as having expressed the opinion that'the public criticism of the Public Works system by this association has been responsible for the delay of a large Undertaking, the Engineer-in-Chief of the Public Works Department having declined to give assistance Jo' the company, concerned. We know nothing of this, but Mr., Andrews is apparently not aware that the Engineer-in-Chief of the Department, if he declined to provide a private concern with expert engineering advice, was merely carrying out the policy that the Department has upheld for many years. There are competent consulting engineers in private practice who are available without a Government Department robbing' them of their livelihood. As to the general tone of the criticisms by this association. Mr. Andrews ia, of course, entitled,to.his own opinion.—l am, etc., .*■'■■ A. 0.
