RUGBY, 12th October.

The lowest death rate ever recorded for children under one year in England and Wales is shown in the Regis-trar-General's statistical review for 1930, namely, CO in every 1000 births. The previous low record was 65 per 1000 births for .1928. The birth rato for 1930 was 10.3 for every 1000 persons living—the samo as that for the preceding year. The death rate was 11.4 for every 1000 of the total population, which in the lowest ever recorded-
