BERLIN, 11th October. Dr. Schacht, formerly President of the Reichsbank, in most outspoken criticism, said that Germany's foreign debts were considerably higher than they were reported to be. Repayments on the duo dates wcro impossible, but the public had not been told lest they should become nervous.
