ELECTION COSTS.
The desirability of making uniform the statutory provisions governing th« allocation of election costs of the several classes of local authorities is pointed out by the Controller and AuditorGeneral (Colonel Or. SVC. Campbell) in. his annual report to Parliament. X clear definition should be "made, by regulation,'he says, ,of What constitute! reasonable additional costs of' an election. ' • - , "During the year," states Colonel Campbell, "the Audit Office -was oii more than one occasion required, vt, terms of the governing statutes, to determine disputes regarding the proportion of the costs incurred by a borough' .. or county council in conducting the election of members, of electric power boards or harbour boards which should fos borne by thoseboards. There is not only a considerable- diversity in tha statutory provisions governing the allocation of election costs, but there is also a great difference of opiniojj, amongst local authorities concerned if* a combined election as to what are f£ reasonable additional costs of holding an electric power board or harbour board election simultaneously with th^ election of their own members. 3'
