Press dispatches from Paris indicate that little importance is attached to Mr. Stimson's suggestion by tho French Government. .The Acting-Secretary of State, Mr. Cotton, after ■ a conference with Presi-dent,Hoover'to-day, expressed the view that it was hardly iikely that a consultative pact will bring any reduction of tonnage asked for by tho French. The United States would not consider a military guarantee under any circumstances, since it was''felt that it would be provocative of international misunderstanding, as well as involve America in undertakings which the people would never underwrite.
