LONDON, 28th February.

Possibly in connection with an attempt to arrange a cruiser agreement with Japan, Mr. Stimson saw Mr. Henderson, and later Senator Reed saw.Mr. Matsudaira. It is understood thai America is willing to concede Japaa 65 per cent, for light cruisers and 45,000 tons of submarines, compared with the original claim for 75,000 tons, but is unwilling for Japan to have 70 per cent, of large cruisers, in- which America has British support.
