Important changes in arbitration machinery wore considered by delegates to the All-Australian Trades Unions Congress. Mr. Blackburn, M.L.A. (Victoria), said that "the proposals included the appointment of a High Court Judge to deal with legal and judicial matters, and conciliation committees representative of both sides to s deal with arbitral matters, while industrial magistrates would Bee to the enforcement of awards. Lawyers would be excluded from all but the High Court.
