RUGBY, 27th March. The- United Htaics Ambassador in London, Mr. Alanson B. Houghton, who is relinquishing his post, paid a warm tribute to Britain in a speech iv London last night on the eve of his return to America. He spoke of the "deep and fervent patriotism, sense of justice, love of freedom and order, instinct for public service, insistence on fair play, and dogged and unconquerable courage," which, he said, were the qualities of British character.
