RUGBY, 24th January.

The first' conference of representatives of the Legislatures of all the .British W.est Indian Colonies;- British Guiana, and .Bermuda, which opens today at Bridgewbod, Barbados, owe 3 its existence to a decision reached by representatives of the Caribbean colonies at a preliminary meeting held in London in May, 1926.

Such recommendations as may be made will not become . effective until they have been confirmed by the re-, spectivo Legislatures and have received tlio approval of the British Government where necessary.

Tim agenda covers a wide field. The question of tariffs and preference, with special reference tq the position of sugar, will be discussed, as will proposals for the development of agriculture and particularly the new Colonial Advisory Council of Agriculture, one of the duties of which it is suggested should be the reorganisation and coordination of. the West Indian Agricultural Departments. Among other important questions that will probably be considered arc those designed to secure intercolonial uniformity regarding Customs and migration. Educational matters will also be discussed,' and the question of air communication in the Caribbean is on the agenda. It will be Considered in tho light of the recommendations of the West Indian Air Transport Committee of 1927.
