RESTATEMENT NEEDED

OTHERWISE A NAVAL RACE

. WASHINGTON, 24th January.' A proposal to' write into the Fifteen Cruiser Bill a declaration, that Congress favours a restatement of .international law on tho rights of neutrals at sea, was offered in the Senate to-day by Senator Borah. Tho provisions would recommend that a restatement be made before the naval conference of x 1931.

Senatoi .Borah said the need for a restatement was apparent, because the United States and 1 Britain were "on tho eve of a naval race not dissimilar to, that between Britain and Germany from 1905 to 1914." Tho Senator attributed the "uneasiness in the world over the naval strength of the principal Powers- to the lack of a sea law plainly sotting forth the rights of neutral powers during war." If no such restatement and no agreement for disarmament were obtained, Senator Borah said that the United Statas would undoubtedly build a navy large enough to protect its commerce under any circumstances. He said ho would vote for the Fifteen 1 Cruiser Bill if the time clause were eliminated stipulating that construction bo started within three years. , ■
