AMERICAN NAVAL BILL
' WASHINGTON, 30th May. Mr. C. D. Wilbur assumed a hopeful outlook for the Naval Bill to-day. He said that the deferring of the construction measure until Congress convenes again in December was "entirely owing to the Parliamentary situation which developed at the close of the Bession."
