RECOVERY FROM FLOOD. (United Press Association.—Copyright.) (Received 9th March, 2.30 p.m.) WASHINGTON, Bth March. The Secretary of Commerce, Mr. Herbert Hoover^ predicts that the Mississippi Valley will sufficiently recover from the flood disaster to produce a full cotton crop this year.
