THE COUNCILLORS' WORK
Speaking at Northland last evening, Councillor Aston stated that he was more than ever convinced that the system of civic administration needed thorough revision. Suggestions to establish wards throughout the city or extend the life of the council three to five years would leave matters very much where they are, and could not possibly provide a remedy. Eeform must come from within. There were many men who would willingly offer .their services to the city, but as things now obtained, the call on tho time of anyone elected to the council made the position almost impossible.
"Fully qualified and capable officers are placed in charge of the various departments," said Councillor Aston, "and I have always maintained that more power of administration, control, and responsibility should be given to them, thus relieving committees of detail woTk, and in this way enable the council to devote their time to the larger questions of policy and development."
