LONDON, 29th Aprils The "Daily News" expresses thr opinion that Admiral Madden V appointment as First Sea Lord foreshadows changes in naval policy. Madden and Beatty represent different ideas of naval development, possibly as the result of the ampler account of'the'Jutland Battle, which has hitherto in' naval opinion been partisan to the Beairy school. ■-■••..'':'
