OVERDOING PRECAUTIONS

Mr. J. Ramsay Mac Donald, jii an official statement in the "Daily Herald* of his position in regard to the China situation, said: "Precautions must be taken till negotiations have removed the dangers, but precautions can be easily overdone. No one should wel» come more than Chen precautions that do not menace him. My fear, is that the limits of wisdom are being exceeded; that Chen may, think that forces are being gathered as in Disraeli's time. I do not think this is Sir Austen Chamberlain's intention, but .programmes of. action have an urifortuuate habit of setting, intentions aside. Let British labour keep in touch: with Chen as -well as our own Government, and put up the strongest plea they can that both sides negotiate and avoid force. I hope fhe Government will: is-sue-as soon as is expedient instructions on such lines to Sir Edward O'Malley.
