Admiral RobisoaT also admitted that the Pearl Harbour, ' tanks, which Doheny was to construct i for "patriotic reasons," could not J have been completed before 1924. ' ! It also transpired that Doheny wag "-I the only citizen asked to make a bid. '' The Secretary of the Navy, Mr. Cur. ' tis D. Wilbur, is expected to testify ; shortly. , '
