The Riga correspondent of "The Times" states that the Soviet has in- \ strueted its diplomattic agents to re-, open negotiations and conclude three separate guarantee pacts with (1) Poland; (2) Finland; (3) Esthonia, Lat- * via, and Lithuania, providing ipi a mutual guarantee of existing frontiers, mutual non-aggression and neutrality, a peaceful settlement of disputes, and . also an economic trade agreement.

The newspapers regard the new attempt to create an "Eastern Locarno" as a tactical move to estrange the Baltic States from the League of Nations.
