The Senate adopted, by 160 votes to 28, a Bill co-ordinating the headquarters staffs of the army, navy, and air force under the chief of the army. Replying to the former Minister of Marine, Admiral Revel, who expressed the opinion that Italy's destiny would be decided at sea, and who objected to the riavy being subordinated, Signor Mussolini (who recently took over the Marine portfolio) said thb navy must hot be 'subordinated to the army; But in view of the likelihood that the next vval- would be terrestrial, the- army would be tlie greatest of the three forces, and must accordingly fur--nish the head of the joint defence headquarters.
