Addressing tho Centre Party, tho Chancellor/ Dr. Marx, demanded thai Germany should be freed from militnry supervision, and Germany's colonies should be restored, so as to enable her to obtain raw materials in exchange for manufactured goods. Ho described Germany's responsibility for tho war iw a fairy tale. Ho expressed Germany's willingness to co-operato in disarmament.
