'iMorning host's". tavis corre- | spondent, on the authority of well-in-formed persons, exclusively transmits the details of a secret Russo-Japanese Treaty which is on the point of signature, i£ it has not been already signed, and under which, it is stated, Japan undertakes to furnish Russia with heavy artillery and transfer the surplus warships which Japan is obliged to disarm under the YVasningtoii agreement, while Russia undertakes to cede to Japan all rights over, oil deposits' in northern Sakhalin, ensuring an ample supply, of fuel for the Japanese Navy.
