Rep-lying on his re-election to the Speakership, Mr. Whitley said that they were meeting under new circumstances, but he believed in "this old House of Commons," and, whatever the new circumstances might be, they believed they would find a way to solve them in the House of Commons as the wisdom of our ancestors had built it up.
