LONDON, 23rd August. British official circles see in M. Poincare's Note several favourable features. The question of the method of evacuating the Ruhr is set forth in black and white. These conditions show an advance on the previous attitude, while the possibility of experts in an advisory capcity assisting the Reparations Commission in modifying the method of payments is not altogether precluded,- nor is the possibility of friendly conversations between M: Poinca,re and Mr. Baldwin blanketed.
