To insert, after" the word /'improvements m sub-section' three of section six, the following: "That in cases of necessity, or where, the applicant has a lamily of three or more children under the ago of sixteen years, a loan ?i ay i. .F anted > at the discretion of tno board, up to ninety-seven and. a half per centum, or to the full amount, less ten pounds, of tho aforesaid cost of dwellinghouse, land, : and improvements." The Bill provides-for 95 per cent.
