(Received 27th January, 10 a.m.) , MANILA, 26th January. Seven ships carrying refugees and flying the Russian Imperial Flag, under Admiral Stark, anchored- in Manila Bay last night.
Six hundred homeless wanderers, including a hundred women and children are 1 petitioning for admittance to the Philippines as colonists.
General Leonard Wood, Governor of the Philippines supported by American arid Filipino sentiment, is consulting the Council of State regarding their colonisation and the questi&hs of permitting the Russians to engage in coastwise trade. Meanwhile, the Red Cross organisation is arranging-for clothing, food, and supplies for the refugees. Five more refugee ships, sheltering at Formosa, are expected to reach Manilla oh Sunday (to-morrow).
[It was reported' some time towards the end of last, year-that, when the Japanese evacuated, Vladivostok and the "Reds" came down the line to seize the city, Admiral Stark gathered together the last-band of the "White" Russians in Siberia, commandeered all the ships in port, and sailed away for an unknown destination. There was no news of the mystery fleet until their 'arrival in Manila.]
