USELESS DIPLOMATS.
The Hon. W. H. M'lntyre, M.L.C., frankly admitted in the Legislative Council yesterday that'he was somewhat sceptical about the success of the Washington Conference/ He said it was difficult to put absolute trust in the speeches of diplomats. "In fact," ha said, " when one diplomat believes what another diplomat says it is time his country recalled him."
