President Harding has issued a procla--matdon ordering all persons to refrain. ' from interference with the maintenanceof inter-State transportation and the carrying of mails, and asking the aid of all good citizens to uphold the laws and preserve the public peace. The proclamation points out that the Railroad Labour Board's decision is binding, "that men have the. rigivfc to work as wall as others have the right to refrain from working,. and a peaceful settlement of controversies, is essential to the security and wellbeing- of our people."
