REFORM OF THE LORDS
RESOLUTIONS SUBMITTED TO.
PEERS.

The Earl of- Crawford, in the House of Lords, submitted the House of Lords reform resolutions which will be taken on Tuesday. They provide that the House of Lords shall be composed, in addition to peers of the blood royal, lords spiritual and law lords, of members elected either directly or indirectly from outside the. hereditary peers by their fellow peers, and of the members nominated by the Crown. The reconstituted House will consist of 350 members.
Another resolution provides that while the House of Lords shall not amend or reject money bills, the decision" whether a bill is a money bill or not shall be referred to a- joint standing committee of both Houses, consisting of seven members from each House, with the Speaker of the House of Commons as chairman. The number of peers nominated by the Crown is to be fixed by statute.
