As security for the repayment of the loan and. interest thereon by equal halfyearly instalments extending over, a period of thirty-six-and a-half years, it is proposed to make and levy an annual recurring Special Rate upon the capital vajue of tho rateable property in the No. 15 Special Rating Area.
