LONDON, 7th July.

Colonel Amery, in moving the second reading of the Washington Treaties Bill, ■explained that the object of the Bill was to give the Government legal powers to carry out certain provisions of the two* Naval Treaties. He thought there should not be any hesitation in showing that the English Parliament was entirely behind this great pact.

Mr. Asquith said he would have welcomed an agreement to abolish submarine warfare altogether. It was time they had a similar agreement regarding land armaments.

Colonel Amery said he still hoped the Powers outside the five signatories would come into line.

The second reading was carried unanimously.
