REFEREES' RULINGS.

To those referees who have been unable to attend the weekly meetings, Mr. A. E. Neilson (chairman of the Referees' Association) is forwarding rulings which have been considered at the meetings. By this means it is hoped that uniform rulings on-the points-raised will be given by all local referees.' The rulings will be \of interest to players and followers of the game.. The first list is as follows:—

Kicking into touch: A player may kick into_touch on the full only (1) from a free kick by1 way of penalty, and (2) when in his own 25's. If the ball touches an opponent, and then lands in touch on tho full, it shall be deemed to have landed in the field of play, and the lineout takes place where the ball crossed the touch-line.1 If the ball lands in touch behind the'kicker, the advantage rule is to apply, and the line-out takes' place where the ball crossed the touchline. . - • -. -

Tho option of a scrummage may not be given when the ball alights in touch on the full, other than from a penalty kick or from a- kick taken from within a player's own 25's. The line-out must be taken. ."'.,.:

A player takes a mark in front of his 25-yard line, and retires into his 25's to take the kick, should the ball land in touch on the full, the line-out takes place opposite the mark. Knock-on: If a player knocks the ball on and recovers it before it reaches the •ground, the game is to be allowed to proceed. Scrummage: The ball, to be fairly in tho scrummage, must be put past the first man, therefore the front-ranker on the side from which the ball is put in may not hook the ball with either foot until it has passed him. There is no rule against a player hooking with the inside foot, provided the ball is fairly in the scrummage. Tackle: After the ball , has - been put down after a tackle, it can only be brought into play witli the foot; if picked up after a tackle, the penalty is a free kick.
