RUSSIA'S INTENTIONS

M. Tchitcherin. has indicated that the Russian policy for Genoa will be maintained. It was possible that Russiawould conclude deals by means of loans or concessions, to foreign, capita), without, abandoning the economic foundations' of Sovietism. He emphasised .that agreements with other Governments must be expressed in a form completely recognising the Soviet Government de jure. .
