The Amendments Commission ha« adopted the jurists' interpretation of Article 10 of the Covenant of the League of Nations to the effect that it does not assure the perpetuity and integrity of territorial political divisions, since | military aggression might produce territorial changes, and it does not impose on members of the League an obligation to furnish armed forces to guarantee menaced territorial integrity. [Clause 10 of the Covenant reads : The members of the League undertake to respect and preserve as against external aggression the territorial integrity and existing political, independence of all members of the League. In case of any, such aggression, or in case of any threat or danger of such aggression, the Council shall advise upon1-the means by which this obligation shall be fulfilled.] J
